Preface
Dear members, associate members and subscribers to the Dry Bulk Terminals Group News Abstracts,

The DBTG Conference in Southampton (UK) will take place from 9-11 October. Preparations are intensive and we are proud to offer you an interesting program. Covering a broad range of items: IT developments for dry bulk and break bulk terminals, Drugs & Alcohol policies on terminals in various parts of the world to the completely changing world and the challenges dry bulk terminals are facing by governmental and environmental pressure. Besides this, we will have plenty moments to exchange best practices and experiences with peer managers in our own Dry Bulk and Break Bulk Terminals circle. Of course we have succeeded in finding two interesting Port and Terminal tours (Southampton and Portsmouth) and a surprising venue for our Meeting Dinner onboard HMS Warrior in Portsmouth’s Historic Dockyard.

May we ask you to subscribe within the next few days? Also I would like to emphasize that your partners are more than welcome to join you alongside the conference. We are happy to organise excursions for them. Looking forward to meeting you in person in Southampton!

Furthermore I would like to thank Shaun Sears for his support and contribution in EXCOM of DBTG. As from the end of July 2019 Shaun Sears is retired from Port Waratah Coal Services and consequently he has left our EXCOM. We wish him a good next part of his life in beautiful Australia.

I am proud to welcome AngloAmerican to our group of members. AngloAmerican brings in two terminals: Saldanha Bay in South Africa and Ferroport in Port of A?u, Rio de Janeiro, Brasil.
AngloAmerican will be represented within DBTG by, Anton Gerber, Frikkie Burger, Aart van den Brink and Lionel Kruger.

Serious crane accident at ArcelorMittal Taranto
On July 10, 2019, in the harbour area (pier n°4) of ArcelorMittal Taranto, grab unloader crane DM5 fell into the sea due to a sudden meteorological event. While the accident in Taranto is still under investigation by the authorities, and nobody cannot definitively say what happened. An order was given to evacuate the cranes in the port of Taranto due to a sudden storm and high winds. For reasons that have not yet been confirmed, one person of crane DM5 did not evacuate the crane. Tragically, that entire crane fell into the sea during the high winds, having been pushed over the quay stop block, and Cosimo Massaro lost his life.

Jan de Wit, Managing Director of EBS Bulk and also an EXCOM member of DBTG, has seen the situation in Taranto and comments: “When there is a storm, I will never feel comfortable and I will not easily do in future. The incident underlines the importance of good calculations in order to keep a crane at its place. It also emphasizes the need for good maintenance of brakes, monitor the weather forecasts and maintain procedures in case of excessive weather conditions. In all such circumstances, human beings play a role and consequently things can go wrong. For all terminals it is of vital importance to not underestimate these risks. The power of nature is impressively huge.”

The risks and workload arising from the implementation of the new IMO 2020 regulations, due to come into force on 1st January 2020 is not only impacting on virtually every ship in the world fleet, but it is also beginning to impact on ports and terminals. The required bunker tank cleaning and sludge removal is being carried out by crew members and by specialist contractors on ships at sea and in port. They will need the co-operation of ports and terminals in ensuring it is done safely and without any risks to the environment. PSC worldwide will be inspecting ships for compliance from January 1st. and those that don't are likely to be detained until they meet the new standards.
